Areas of Focus

Municipal Finance – from financing community infrastructure (water, sewer, roads, buildings) needs to Tax Increment Financing (TIF) structures and Special Purpose Districts (Port Authorities, utility districts, hospitals, correctional facilities, and Industrial Development Boards) , TCR has served its Clients in multiple roles, from leading the project team to leading the finance marketing team to advising in the finance structuring, always with the goal of the successful completion of the project in the most cost-effective manner possible.

 

Development Finance - from rated debt structures, to successful un-rated private placements, to the use of grants and alternative credit-enhancement tools (like USDA), TCR has demonstrated the resourcefulness required to “find a way” to secure financing for quality projects.

 

Economic Development – TCR presently serves as Economic Development consultant to one of its Clients, and in that capacity has gained tremendous experience in site selection, real estate acquisition, early-stage financing, negotiating grants and incentives, and successfully working through the permitting-phase of industrial and commercial projects.

 

Public Utilities – TCR has gained particular expertise in financing the growth and maintenance needs of community utility systems, specifically water, wastewater and natural gas systems. Using all means possible, including federal grants and USDA’s valuable financing tools, TCR’s emphasis has been on providing the needed capital while at the same time endeavoring to minimize the impact on the systems’ ratepayers.

Healthcare Facility Financing - TCR has served a lead role in many recent successful and current projects including the development and financings for replacements and expansions to hospital facilities.  Included has been the use of grants and tax credits, credit-enhancement sources such as USDA's community facilities program.  As with other municipal financings, the focus and goal is always to identify the most cost-efficient sources of capital and reduce total debt service.
