Trinity Capital Resources serves as Municipal Financial Advisors and Consultants to municipal governments (city and parish governments, port authorities, public hospitals, school boards, utility districts and joint-action agencies) throughout Louisiana in identifying and successfully utilizing cost-efficient methods for financing capital projects. The firm is an Independent Registered Municipal Advisor registered with the Securities and Exchange Commission (SEC) and Municipal Securities Rulemaking Board (MSRB) under the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act).

 

 

We assist in identifying, directing and managing the development of innovative solutions for capital improvements and to provide management and operational efficiencies, as well as energy and utility improvement projects. A particular emphasis on behalf of parish and city governments has been to provide project finance and development expertise with the privately-owned commercial and industrial development prospects that create new jobs and economic growth.

 

 

An area of substantial focus for the firm is in Public Utilities & Infrastructure (water, sewer and natural gas along with public buildings and facilities), where Trinity has served its local government clients in a number of infrastructure improvement, energy management and facility construction projects. Additionally, Trinity has performed, on multiple occasions, an instrumental role in the complex undertaking of the Expropriation and Acquisition of private utilities.

 

Steven T. Nosacka is the Principal in Charge for Trinity Capital Resources. He earned a B.S. in Mathematics (1975) from Nicholls State University and has over 30 years in business management, information technology, marketing, sales, accounting and financial management, and financial consulting experience. His public finance and project management experience is demonstrated, with service to cities, parishes, schools, hospitals, ports, and other public bodies in both traditional and highly innovative financings and projects. And, as former Mayor of the Town of Gramercy (LA), Steve brings to his clients a first-hand understanding of the "public side" of public finance.
